refactor(pda): 更新工具检查维修发送页面的表格布局

- 移除旧的 Bootstrap 表格样式
- 集成 iview 组件库的表格组件
- 添加新的 ivu-row 和 ivu-table-wrapper 容器
- 实现固定表格布局以改善显示效果
- 保留原有的表头和提示信息结构
- 添加透明对象元素以支持交互功能
